Final Sentencing for Mpofu & Chimombe in Presidential Goat Pass-On Scheme Fraud Case

The High Court has handed down final sentences in the Presidential Goat Pass-On Scheme fraud case, one of Zimbabwe’s most high-profile corruption trials in recent years.

Moses Mpofu, the first accused, was sentenced to 22 years in prison, with 7 years suspended on conditions including restitution. His final effective sentence is 15 years, provided he meets the restitution requirements.

Mike Chimombe, the second accused, received 17 years in prison, with 5 years suspended on conditions that include paying back over US$946,000. His final effective sentence is 12 years, subject to fulfilling the restitution obligations.

Background of the Case

The case revolves around the Presidential Goat Pass-On Scheme, a government initiative aimed at boosting livestock production and supporting rural farmers. Under the scheme, the State disbursed substantial funds to suppliers who were supposed to deliver goats to beneficiaries across the country.

Moses Mpofu and Mike Chimombe were accused of misappropriating funds allocated for the scheme, using false documentation and providing only a fraction of the livestock promised. According to the prosecution, millions of dollars intended for Zimbabwean farmers were diverted for personal gain, making this one of the largest fraud cases involving a government tender in recent years.
