Zimbabwe Unveils National Artificial Intelligence Strategy

The Government of Zimbabwe has approved a bold National Artificial Intelligence Strategy (2026–2030) designed to transform the economy, improve public services, and ensure that no community is left behind in the country’s digital future.

The announcement was made at the Thirty-First Post-Cabinet Press Briefing on 14 October 2025, following a Cabinet meeting chaired by the President, Dr. Emmerson Mnangagwa.

Minister of Information, Publicity and Broadcasting Services, Dr. Jenfan Muswere, said the strategy is not just about technology but about empowering Zimbabweans and positioning the nation for global competitiveness.

“Artificial intelligence is not a distant dream. It is here, and it can help us build a modern, inclusive economy. Through this strategy, we are creating opportunities for young innovators, strengthening critical sectors like health and agriculture, and ensuring development reaches every corner of Zimbabwe,” said Dr. Muswere.

The strategy is closely aligned with Heritage-Based Education 5.0, Smart Zimbabwe, and the Ubuntu/Unhu philosophy, reflecting three core national priorities:

  • Economic sovereignty and competitiveness — shifting from a resource-based to a knowledge-driven economy.
  • Cultural and social determination — ensuring technology reflects Zimbabwean values and identity.
  • Inclusive and resilient development — using AI to solve national challenges and bridge the rural–urban divide.

If successfully implemented, the strategy is expected to benefit ordinary citizens across sectors:

  • Healthcare: AI-powered tools can help hospitals diagnose and treat patients faster, improving access even in remote areas.
  • Agriculture: Smart systems can help farmers increase yields, reduce costs, and adapt to climate change.
  • Education: Digital learning powered by AI can ensure students in rural areas access the same quality education as those in cities.
  • Public Services: Automation and AI systems can improve transparency, speed, and efficiency in service delivery.

The National AI Strategy is anchored on six pillars: talent and capacity development; infrastructure and computational sovereignty; AI adoption and service transformation; governance and ethics; research and innovation; and international collaboration.

Five flagship initiatives will support the rollout:

  • Zimbabwe Artificial Grand Challenge — a national innovation competition.
  • National AI and Data Platform (Pangolin/Haka/Inkaka) — providing access to data and computing resources.
  • Nzwisiso National Literacy Campaign — to educate citizens on AI’s benefits and risks.
  • National AI Regulatory Sandbox — offering a safe space for innovators to test solutions.
  • National AI Innovation Fund (Mugove/Isabelo/Mqhele) — providing funding for start-ups and research.

The government will also establish a National Digital Regulatory Committee under Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) and an AI Strategy Implementation Office within the Ministry of Information Communication Technology, Postal and Courier Services to ensure effective implementation.

“This strategy is about putting technology in the hands of the people — not leaving them behind. We want to see AI solving real problems in communities, creating jobs, and driving inclusive national growth,” Dr. Muswere emphasized.

If fully implemented, this initiative could make Zimbabwe a regional leader in digital innovation, opening up new industries, creating thousands of opportunities for young people, and making public services more efficient and accessible to citizens.
